Wow Bava! It's an honor to read this valuable comment coming from a MagicGatheringStrat author himself!
I personally see Horned Sliver like something more than just a win-more card. After struggling against Slivers in Pauper for a while (my local league is almost an 8-man and one of them only plays those ugly little bastards) it seems to me that there are three scenarios where they lose:
1. You play combo and it is faster than they are.
2. By attrition: You play control, and your removal or permission spells are enough to settle them down and stabilize (I loved your fantastic Paupers and Kings article, and I have to say, if only Lead The Stampede was common ...)
3. You play aggrocontrol or aggro, and you chumpblock and interact with some of their threatening creatures while swinging with evasive ones (like Stompy and Vault Skirge/Silhana Ledgewalker/Skarrgan Pit-Skulk rancored/wielding a Bonesplitter for the win) or building up a mass token army like the new Soul Sisters or Goblin Bombardment and going lethal, outracing them.
In cases 2 and 3 Horned Sliver seems a great card because unless Rancor, it's another threatening creature to deal with (3/3 trample with just one lord on board), that gives evasion to the rest of its team to avoid chumpblocks. Two nasty final thoughts... Trample + Poisonous= Nice. Trample + Flanking= Sweet.
And I share your opinion in the rest of commented cards almost word by word. Anyway it is great to see you around, sir!

You need a number of big slivers on the board already to make Horned Sliver worthwhile, which makes it feel like a win-more card to me. By the time your sliver army is that big, most Pauper lists can't deal with it. Sideboard tech against tokens?

I like the idea of abusing Patchwork Gnomes. It's not honestly something I had thought of. That said, I don't know that it will push Madness or TE decks past where they already are.

Skyshaper is interesting but, again, feels like a win-more card. Decks that would benefit from running it probably don't want to devote the space to it (Goblins, Elves, etc). Too bad it doesn't cost 1. Getting it with a Trinket Mage would be amazing.

Whispers has gotten the most hype so far, but I'm not sure it deserves it. 3/5 seems fair but 4/5 is probably a better reflection of how much play it will see. Most blue decks will run a couple to cantrip early and draw late, while some control decks (UB Teachings) are really going to abuse it.

Great review!
